The Naval Surface Warfare Center, Carderock Division intends to award two (2) contracts to provide services of a highly specialized nature. Task areas include comprehensive design and fabrication of equipment foundations, fixture design and fabrication, instrumentation design and installation, and data acquisition. It is anticipated to award an Indefinite Delivery/Indefinite Quantity, Cost Plus Fixed Fee (completion) type contract with a total period of performance from the date of award through five (5) years thereafter. The intended sources are National Technical Systems/Dynamic Testing, Inc. of Rustburg, VA and Hi-Test Laboratories, Inc. of Arvonia, VA. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only A Limited Number of Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. It is not feasible to have another source provide these services because NTS and Hi-Test are the only one! s with the capabilities, familiarity, and unique test facilities and equipment necessary for conducting UNDEX testing. The RFP will be issued on or about 29 June 2007 to both NTS and Hi-Test and the due date for proposals will be 30 days thereafter. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. See note (22).
