U.S. Customs Border Protection (CBP) intends to solicit and award a single Sole-Source Contract to The MITRE Corporation for a Base and one year- Option Period. The proposed Contract provides SBInet Systems Engineering analysis, guidance and as needed, technical expertise. The nature of the work requires the Contractor to operate in the public interest with objectivity and independence, with full disclosure of its affairs to the Government and is free from organizational conflicts of interest. The Contract Period of Performance is 25 April 2008 through 24 April 2009 with One- Option Period. The Government is under no obligation to Exercise any Option. It is estimated the total value of this requirement to include the Option will not exceed $17M. In order for CBP to maintain the continuity of the effort and to avoid duplication of cost it is imperative that the work expertise continue with MITRE Corporation. This action is for services for which the Government intends to solicit and negotiate only one source under the authority of FAR 6.302-3. This notice of intent is NOT a request for competitive proposals; however, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, therefore no solicitation will result from this announcement.
