The US Army Medical Research Acquisition Activity proposes to award to The Institute of Medicine, 500 Fifth St., NW Washington, DC 20001, on a Sole Source basis for the Department of Defense Global Emerging Infections Surveillance and Response Syste m (DoD-GEIS) Avian Influenza/Pandemic Influenza Program (AI/PI). The requirement is to form an expert advisory committee of renowned scientists with one or more international representatives to review the DoD-GEIS AI/PI surveillance and response efforts, c urrent and projected, and provide the professional and administrative core staff to the expert committee. Competing this requirement would result in substantial delays and disruption of key projects already in progress. This procurement shall be under oth er than full and open competition procedures in accordance with FAR 6.302-1. Only one responsible source can satisfy the agencies requirement. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another company is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least f ifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
