The Naval Surface Warfare Center Panama City, Panama City, Florida intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Code Fount, 1822 Grant Avenue, San Francisco, CA 94133-2409. This requirement is to develop schemes and algorithms for multi-signal underwater acoustic systems capable of producing high resolution 3-D images. Code Fount will develop pulses with low interferences both in the time domain and in the frequency domain, based potentially on Prolate Spheroidal Wave Functions (PSWFs) and conventional wavelet bases. Additionally, Code Fount will develop corresponding synthetic aperture imaging techniques for obtaining acoustic images with high resolution in elevation information. This purchase is unsuitable for full and open competition for the following reasons. Code Fount employs two of the world leading experts on computational harmonic analysis and numerical aspects of the Prolate Spheroidal Wave F! unctions.
