NASA/GRC has a requirement for "Deep Reactive Ion Etching". This is a "New Work" follow-on effort, which continues work performed under an existing NASA GRC Purchase Order. NASA/GRC intends to purchase the ion-etching service from Biotronics, Inc. This company has demonstrated a technique/process of ion etching which it has already applied to five NASA-provided wafers. The "New Work" will etch 15 additional NASA-provided wafers. The Government intends to acquire a commercial item using FAR Part 12. NO SOLICITATION WILL BE ISSUED FOR THIS ACQUISITION. Please note the following requirements: (1) Delivery of etched wafers no later than 30 days following receipt of wafers from NASA; (2) No "grassy" residue (micro-masking) on the etched surface; (3) Surface roughness shall be "not rougher than virgin surface" roughness; (4) Etch trench shall not exceed 5 microns in depth; (5) Vendor must provide evidence of previous demonstration of SiC DRIE for depths not less than 200 microns. Organizations that perform this kind of work are invited to submit their capabilities and qualifications for "DEEP REACTIVE ION ETCHING", in writing, to the identified Point of Contact not later than 4:30 p.m. local time on July 6, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government MAY or MAY NOT continue this acquisition on a Sole-Source basis, based upon responses to this notice. The decision to open this acquisition for competition, or to award without competition, is solely within the discretion of the Government. Because this requirement is currently anticipated to be a sole source award to Biotronics, no Solicitation has been developed. A Solicitation may be developed and a new Synopsis may be posted ONLY IF the Government does ultimately decide, after reviewing any written submittals, that this acquisition should be competed. Oral communications are not acceptable in response to this notice. E-mail correspondence is acceptable. All written submittals will be reviewed by the NASA Point of Contact.
