The U.S. Army Chemical Materials Agency (CMA) anticipates negotiation with Mitretek Systems, Incorporated of Falls Church, VA, on a sole source basis. The CMA requires a wide variety of engineering and programmatic analyses in support of the mission to safely dispose of the nations chemical agents and munitions and for the implementation of Public Law 99-145. The effort will also include technical support to Source Selection Evaluation Boards that are responsible for evaluating proposals to the CMA. The proposed contract may also support the Assembled Chemical Weapons Alternative (ACWA) Program and the Edgewood, Chemical and Biological Center (ECBC). The contractor must possess a combination of knowledge, ability, and institutional characteristics to: (A) provide a rational basis for program decisions; (B) ensure objectivity and freedom from bias; and (C) avoid controversy following technology selections and source selections. It is imperative that the performance of this effort noty be jeopardized by either potential business opportunities or business arrangement which have been or may be entered into by the contractor with facility designers, equipment manufacturers, facility operators, or any other contractors. If any responsible source other than th e Mitretek Systems, Inc. can fulfill the above requirements and wishes to submit a proposal, it will be considered.
