See Numbered Note 22. This synopsis is being issued to announce the intended procurement of a Sole Source requirement to provide a Senior Scientist who is an expert specialist in areas of Navy explosive formulations, development, characterization, and qualification of explosives into munitions. The support needed involves consultation, technical guidance, analysis and assessments of studies and program efforts that involve the above listed areas of explosive development. The Senior Scientist shall have over thirty (30) years of experience in the development of explosive compositions, in processing/manufacturing of explosives, and in performance tests of explosives. The Senior Scientist shall provide consultation, technical guidance, analysis, and documentation support in each of the following areas: (1) Develop new high blast explosive compositions and other explosives to sig nificantly improve total energy as compared to current plastic-bonded explosives (PBX) while possessing insensitivity characteristics. These formulations will be optimized to provide the maximum blast performance on an equal weight or equal volume basis; (2) Review technical objectives and approaches to specific energetics projects; (3) Provide recommendations regarding suitability of new explosive formulations for use in specific warhead applications; (4) Recommend specific changes to explosive compositions to enhance performance or sensitivity characteristics. Provide recommendations for new, novel energetic compositions. Recommendations will be supported with first order calculations of explosive performance; (5) Develop new test procedures and models to predict performance of enhanced blast explosives. Relate model predictions to experimental sub-scale test results. Re commend changes or improvements in procedures when needed; (6) Review the application of PBX technology to warhead applications. Make recommendations regarding applicability of PBXs to specific weapon systems; (7) Provide bimonthly program progress reports summarizing Contractor’s efforts for the preceding 2 months.
