The United States Army Contracting Command-Redstone Arsenal, Aviation Applied Technology Directorate (AATD) Contracting Division, Fort Eustis, Virginia has a requirement for an acquisition in support of the CH-47 Block II Aircraft Component Improvement Program (ACIP). The Block II ACIP addresses and fully integrates three separate developments for a single purpose. These three developments are the Advanced Concept Rotor Blade (ACRB), the Active Parallel Actuator (APA) system, and an Improved Performance (IP) Engine. The Block II ACIP effort specifically addresses improvements. These include the CH-47 drive train (5 gearboxes/transmissions), the aircraft's electrical system, the aircraft's fuel system, rotor component improvements, structural improvements required to accommodate an IP engine, and, other integrating and structural improvements. The Government will acquire contractor support for the Block II ACIP through issuance of a Task Order with an estimated value of $24,900,000 and period of performance of 24 months against an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with The Boeing Company, 5000 E. McDowell Road, Mesa, AZ, on a noncompetitive basis citing FAR 6.302(a)(1), Only One Responsible Source.

Only qualified U.S. sources may participate as either prime or subcontractors. The North American Industry Classification System (NAICS) code applicable to the procurement is 541712. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals or capability statements. The Government will consider all submissions received within forty-six days after date of publication of this synopsis solely for the purpose of determining whether to conduct a competitive procurement. All written submissions should be submitted no later than 10 June 2012 at 2:00 pm EST to U.S. Army Contracting Command-Redstone Arsenal, AATD Contracting Division, ATTN: Toy Robinson, Building 401 Lee Blvd., Fort Eustis, Virginia 23604-5577. The Government's determination not to compete this proposed Task Order based on upon responses to this notice is solely within the discretion of the Government.
