The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with of Dr. Kara Nelson of UC Berkeley. In response to recommendations made by the NRC, the US EPA is currently seeking methods that can enumerate infectious helminth ova in biosolids that is more sensitive, more rapid, and easier to perform than using a microscope based approach. The EPA is interested in developing and validating an ITS-1 rDNA qPCR-based detection method to quantitate viable helminth ova in biosolids and wastewater. Dr. Kara Nelson, of UC Berkeley, has developed a method that has previously demonstrated to accurately quantitate viable larvated Ascaris ova in water in ten days and has the potential to perform similarly in biosolids and wastewater matrices. The U.S. EPA believes that Dr. Nelson, at UC Berkeley, is the only known source to possess all the materials necessary to perform this method and thus the only laboratory equipped and capable of performing the tasks stated in the contract. The period of performance is expected to be from the date of award for twelve months. The NAICS Code for this procurement is 541710 and the Small Business Size Standard is 500 personnel. No request for quotation is available and this notice of intent is not a request for competitive quotes. All interested, responsible, sources that believe they can satisfy this requirement, must respond within 15 days of the date of this announcement. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government an order will be placed with Dr. Kara Nelson of UC Berkeley.
