NASA/GRC has a requirement for a "Level One" assessment for Probabilistic FractureMechanics Reliability Analysis Approach within NESSUS/NASGRO computer codes with emphasison three key random variables:1) Initial Crack Size and State - Develop methodology to supplement NASA minimumdetectable flaw sizes with POD curves for specific NDE methods and materials.2) Loads - Develop methodology to describe variabilities in complex load environments.3) Life Scatter - Distribution and model fitting for specific crack growth models andmethods to characterize scatter based on NASGRO materials database.Thus, "Level One" design approach will develop guidance for substantially simplifiedapproach for the initial design process. Submit a final report with recommendations by9/30/08.NASA/GRC intends to purchase this from the Southwest Research Institute since they areuniquely qualified to develop and implement probabilistic fracture mechanicsmethodologies and are the sole developer of the NESSUS probabilistic analysis softwareand in parternership with NASA in this development.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 05/21/08. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
