1.0 STATEMENT OF PURPOSEThe National Aeronautics and Space Administration (NASA) is the principal integrator ofthe International Space Station (ISS), a crewed, orbiting laboratory built and operatedby a partnership of fifteen nations. The ISSs flight path takes it directly over theheads of roughly 90% of the worlds population, where it is easily viewable in the duskand dawn hours as the third brightest object in the sky, after the Sun and Moon. Currently, NASA has several ways the public can learn about ISS sighting opportunities,including NASA SkyWatch (http://spaceflight.nasa.gov/realdata/sightings/index.html ). However, NASAs websites do not disseminate this information to the public- thepublic must seek it out proactively instead.NASA seeks to increase public awareness of the ISS, its visibility, and mission by makingISS sighting information, including personalized notifications, readily available to thegeneral public in an easily accessible and understandable way. To that end, NASA seeksto collaborate with a domestic entity, on an unfunded basis, to support an ISS sightingnotification tool. Specifically, NASA seeks submissions for developing and releasing a tool to notify usersfrom the general public, via email or Short Messenger Service (SMS) texts, when the ISSwill pass overhead (i.e., when an ISS sighting will occur in the users vicinity). Possible features include options (configured via a website) to: obtain location from IPgeolocation, smartphone device geolocation, or user-entered location; specify timeperiods for notification (i.e., evening or morning passes only); specify minimumelevation (higher elevations are necessary to be seen by city dwellers); and specifyminimum pass duration. Other features may involve depiction of ISS data integrated intoexisting presentation frameworks (e.g., attitude dependent skymaps on smartphones). NASA acknowledges that several existing tools support portions the features above. Existing tools are not excluded from consideration, and are encouraged to submit aproposal. NASA will provide the selected Partner with technical details of the ISS and access toreal-time ISS information. In addition, the selected tool may be linked to, or featuredon, appropriate NASA web sites.This announcement is open through August 3, 2011. NASA will not consider submissions which donot include a domestic entity, other than a U.S. federal government agency, as the leadRespondent.4.0 SUBMISSION EVALUATION AND SELECTION 4.1 Evaluation and Selection Process All submissions will be initially screened to determine their compliance with theEligibility Information (Section 3.0) and Submission Instructions (Section 5.0) of thisAnnouncement. Noncompliant submissions may be rejected without further review. Compliant submissions will be independently assessed by the Selection RecommendationCommittee against the Evaluation Criteria outlined in Section 4.2. NASA may requestclarification of a specific point or points in a submission during the evaluation andselection process. Any such request, and the Respondents response, shall be in writing. NASA reserves the right to suggest collaboration between Respondents where it willenhance the effort, in which case Respondents will be given the opportunity to accept ordecline participation with other Respondents prior to selection.4.2 Evaluation Criteria The criteria below will be given equal weight.Factor 1: Approach to Proposed Effort:The overall merit, rationale, feasibility, and suitability of the proposed tool orconcept, and its relevance to general public notification of ISS sighting opportunities. Respondents should address:1. The technical feasibility of the proposed approach2. How the tool will maximize exposure of the ISS to the general public3. A security plan for protecting any personally identifiable information collectedfrom users4. A timeline for deployment of the tool. Factor 2: Level of Benefit to the Public: The proposed tools or concepts anticipated benefit to the public, in terms such as easeof use, ubiquity of access (including during peak load events, such as launches),features offered, no cost for access of basic functionality, and reliability of access.The proposed effort should also include a plan for helping educate the public on theresearch benefits and features of the ISS, such as through linking to NASAs ISShomepage, located at http://www.nasa.gov/station . Factor 3: Business Plan and Sustainability:The business plan for the proposed tool, including a release timeline and sustainability. Financial support for development and maintenance should also be detailed. In addition, NASA reserves the right to assess information outside the submission as itrelates to the factors listed above. 4.3 Selection Factors As described in Section 4.1, the submissions will be evaluated by the SelectionRecommendation Committee based on the Evaluation Criteria above. 4.4 Selection Notification NASA will notify each Respondent of the results of the evaluation and selection processwith respect to the Respondents submission. After the completion of the evaluation and selection process, NASA will beginnegotiations with the selected Respondent. The purpose of the negotiations is to definethe terms and conditions of the Agreement.
