The Naval Surface Warfare Center Panama City intends to issue a sole-source purchase order to Vehicle Control Technologies (VCT) to analyze the AN/AQS-20A hydrodynamic data in two configurations ((1) VSS and (2) EOID) from the MH-60S AN/AQS-20A WSIT CT and use it as an input data to correlate existing models and improve model validity. This effort is sole source for the following reasons. Vehicle Control Technologies (VCT) has performed all of the mathematic modeling for the AN/AQS-20/A tow body. VCT is the company that created and owns the localizer algorithm. To accurately correlate and validate the AN/AQS-20A model is critical to the operation of the AN/AQS-20A. Use of another company to modify the algorithm may introduce new, or change existing parameters that may induce unacceptable error into the AN/AQS-20A system. Failure to have an accurate model could result in significant damage to the AN/AQS-20A tow body and maybe even loss of U. S. Navy vessels. Ther! efore it is imperative that this effort is awarded to VCT immediately.
