The Coastal Systems Station (CSS), Dahlgren Division, NSWC, Panama City, Florida intends to issue a Simplified Acquisition to Veridian Systems Division, 1400 Key Boulevard, Arlington, VA 22209, on a sole source basis. The order is for Obstacle Detection Phenomenology (ODP) Analysis of data multi-sensor data. Veridian recently conducted the spectral image data collections under the ODP program, Contract number (N61331-02-C-0040) and organized and archived all of the data (Veridian Electronic ODP Data Archive 200150-3-T, May 2003), which is required to be updated for this work. Veridian is directly familiar with the sensors used to collect the ODP data and the theory, methods, and procedures for data reduction. The IR imagery in the ODP archive has been partially reduced from its raw data using chromotomographic sensors into radiance data hypercubes. Veridian understands how to complete the full reduction of the data to the proper units needed for insertion into state-of-the-art modeling and simulation tools. Veridian has developed and is directly familiar with the HYSIM_v2 / MODTRAN4 spectral modeling and simulation tools. IR image data must be properly prepared for insertion into these currently operating tools, and other modeling tools, for use on other planned obstacle data analysis tasks.
