The Government intends to award a purchase order to Bruker Biospin Corp. on a Sole Source basis for the following: Actively shielded superconducting 400 MHz magnet nuclear magnetic resonance (NMR) spectrometer system with 5.4 cm bore, (operation field at 9.39 Tesla) including helium level sensor and magnet stand to support ARDEC’s Explosive Research and Development Facility. This equipment will be used to support the Army’s Energetic Material Development Program without interruption of critical on-going experiments. This system will support numerous Insensitive Munitions (IM) explosive projects including efforts are currently underway. The Government proposes to acquire this equipment Sole Source from Bruker Biospin Corp. to avoid unacceptable delays. Based on previous installed equipment provided by Bruker Biospin, Corp, Billerica, MA it was determined that this action requires a contractor with equipment and software compatible with the existing NMR infrastructure at ARDEC.
