The U.S. Department of State wishes to establish a voluntary defined contribution retirement savings plan to be used to accumulate assets for the purpose of providing savings and investment opportunities to federal employees who are hired and working outside the United States. The Plan would consist of a set of individual accounts voluntarily established by or on behalf of each individual participating in the plan. The agreement to be entered into would not be covered by the Federal Acquisition Regulations. Please request 2007-HROE-RFEIA-01 and is issued as a Request for Expression of Interest.
