Notice of Intent to award a “Sole Source Procurement”. The Government intends to issue a sole source purchase order, to Babington Enterprise, Inc., 1113 Ingleside Ave McLean Virginia 22101-2131, solicitation number F25600-03-T-0400, for the following items: (CLIN 001) UTC-SPEK. This item will be used by the 55th Services Squadron, Offutt AFB NE. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Babington Technology is the sole source provider of the SPEK. The Tray Ration Heater and Field Sanitation Unit serve as the core items for this kit and are not produced by any other manufacturer and are protected by patent. These key items are packaged with other field equipment items such as temper tents, kitchen supplies, utility hoses, etc., that makes the entire kit one complete and functioning unit.
