The Marine Corps Systems Command intends to negotiate a sole source, commercial item contract to FATS, of Swannee, GA. FATS will be responsible for creating and producing various training scenarios that will be utilized with the United States Marine Corps? (USMC) Indoor Simulated Marksmanship Trainer (ISMT). The ISMT training involves both marksmanship and shoot/no-shoot decision-making. Depending on the specific training objective, different scenarios will be used. A scenario consists of software that specifies a variety of information for a training session including starting conditions (e.g., location of participants in simulated environment), participants (e.g., trainees, hostiles, friendlies, neutrals), types of weapons, and behavior of neutrals, friendlies and hostiles.
As the Original Equipment Manufacturer (OEM) of the ISMT, FATS, is the only source that currently possesses the technical expertise, as well as the processes and standards necessary to successfully complete the software scenarios. Furthermore, it has been determined that the introduction of software scenarios into ISMT by a company other than FATS would corrupt the ISMT warranty and service agreements the USMC currently has with FATS.
No RFP is available for competitive proposal; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature demonstrating that the company is a FATS Value Added Reseller with OEM certified software developers and pricing, within 15 days of this announcement to the contact person listed above.
This announcement is not a request for competitive proposals; however, any information received by the date identified above will be considered by the Government.
A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
