The US Army Medical Research Acquisition Activity proposes to award to Chemical Abstracts Service, Columbus, OH, on a sole source basis, a non-personal service contract to provide chemists access to an externally hosted, web-based, comprehensive chemical database. This database, Scifinder Scholar, provides access to the following chemical data: chemical reactions, chemical structures, patents, provision for molecular sequences, bibliographic data and analytical data. This is a continuation of a service provided on contract number W81XWH-08-P-0655. Competing this requirement and awarding to any other source would result in possible delays and disruption of a service already in place and would also increase the overall cost to the Government. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
