The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Creative Office Environments, Chesapeake, VA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the US Army Corp of Engineers Norfolk District. The US Army Corp of Engineers (USACE) Norfolk District has a need to procure 18 Room Wizards. The USAEC currently has Steelcase work stations and the Room Wizard from PolyVision (a member of the Steelcase Design Partnership) has been designed to work specifically with the Stealcase workstations. The Room Wizard can be integrated directly with the workstations to provide multimedia information and the ability to collaborate and communicate visually. This will enhance the usefulness of the workstations. The Room Wizard also works with Lotus Notes? and Microsoft Outlook? to provide better scheduling. Creative Office Environments is a small business and an authorized PolyVision dealer. Through the use of market research including literature review, internal searches, and expert knowledge from Jerry Taylor Interior Designer, USACE Norfolk District, it has been determined that the equipment required by USACE is available from only one responsible source and no other type of equipment will satisfy agency requirements. Thorough market surveys indicate that the Room Wizard is the only system that provides multimedia information and the ability to collaborate and communicate visually while integrating with the existing workstations. Award to another vendor would result in a modification of existing equipment to accommodate another vendor's system. This would result in a substantial duplication of cost that the government is not expected to recover through an open competition. This is NOT a request for competitive quotes.
