Disposal by incineration utilizing mobile incinerators of hazardous waste generated by U.S. Government operations in DRMO Anaconda and Al Asad, Iraq. The contractor shall follow all local and host nation environmental laws and regulations, as well as the Overseas Environmental Baseline Guidance Document (OEBGD) when applicable for incineration of hazardous waste. Petroleum, Oil and Lubricants (POL) and Fuel hazardous waste, are being discarded by the U.S. Government and are considered to be waste and not available for resale or reuse with the exception of approved recycling procedures. Performance capability is required for handling Class 3 Flammable Liquids, and Class 9 Miscellaneous Hazardous Materials/Products; Substances. At this time very limited in-country recycling and no disposal facilities are operational and approved by the U.S. Government. Offerors are directed to first consider submitting offers that implement approved mobile incineration equipment/processes in country. Solicitation will result in a single, firm-fixed price, Indefinite Delivery Indefinite Quantity contract. The contract will have an 18 month base period and 2 18 month options.
