This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21 dated March 26, 2004. (iv) This is a sole-source procurement for vehicle parking spaces under NAICS 812930. (v) The National Transportation Safety Board, intends to non-competitively negotiate a firm-fixed price (FFP) contract award, contingent upon availability of funding, to Colonial Parking Inc., for parking spaces within the National Transportation Safety Board 490 L'Enfant Plaza East, S.W., headquarters building. The basis for using "Other Than Full and Open Competition" for this procurement is 41 USC 253 (c)(1) and FAR Subpart 5.302-1 (Only One Responsible Source and No Other Supplies or Services will satisfy Agency requirements).
