THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A PROPOSAL IS BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) SOLICITATION NO. NTSBR030002 IS ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY NEGOTIATION PROCEDURES. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09 dated August 30, 2002. (iv) This is a sole-source procurement for vehicle parking spaces under NAICS 561210. (v) The National Transportation Safety Board, intends to non-competitively negotiate a firm-fixed price (FFP) contract award, contingent upon availability of funding, to Colonial Parking Inc., for parking spaces within the National Transportation Safety Board 490 L'Enfant Plaza East, S.W., headquarters building. The basis for using "Other Than Full and Open Competition" for this procurement is 41 USC 253 (c)(1) and FAR Subpart 5.302-1 (Only One Responsible Source and No Other Supplies or Services will satisfy Agency requirements). Proposals shall be in writing and must be signed by an official authorized to bind the organization. Oral proposals will not be accepted.
