NSN 7R-0000-LL-F00-Q080-EE, Ref Nr 820600-2, Qty 40 EA, Delivery FOB Origin--The Naval Inventory Control Point will be soliciting a proposal for Total Logistics Support (TLS) of approximately 40 NP2000 propeller systems used on the E-2 aircraft in operation by the Navy. TLS is a process whereby the awardee provisions, stocks, repairs, and/or replaces, stores, and ships serviceable ready-for-issue equipment directly to the end user within guaranteed delivery timeframes. TLS also requires the awardee to provide an integrated product life cycle approach whereby the awardee assumes responsibility for many management and support functions previously performed by the Government, including modification and upgrade; engineering and logistics support; configuration management; material management, including furnishing consumable piece parts; maintenance of source data packages to account for technical changes. The contract will incentivize the awardee to provide commercial technology insertion through a requirement to improve reliability of E-2 NP2000 aircraft propeller systems measured by mean flight hours between unscheduled removals of NP2000 propeller systems. TLS of NP 2000 is premised on a teaming relationship between the awardee and the Naval Aviation Depot Cherry Point, NC. The resultant Performance Based Logistics (PBL) contract will be a Requirements contract consisting of a 3 year base, with 7 one-year options., See Note 22*****
