This serves as a “Notice of Intent” to issue a purchase order under the Simplified Acquisition Procedures to Research Systems Incorporated (RSI), of Boulder, CO on a Sole Source basis to purchase 22 licenses for IDL and ENVI maintenance. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-05, Effective 27 Jul 2005. The Government intends to award a contract for the following line items or equal: 22 licenses for IDL and ENVI maintenance. IDL and ENVI are commercial scientific data visualization software packages from RSI. The maintenance to be purchased includes bug fixes and capability enhancements, for a period of one (1) year. The 22 licenses break down into 15 licenses for IDL Unix; 6 licenses for IDL Windows, and one (1) IDL/ENVI license for Unix. FOB: DESTINATION. Inspection and Acceptance: DESTINATION. This requirement is determined to be available from only one source because of the unique features and proprietary nature of the system. IDL is software used for data analysis, visualization, and application development. Research Systems, Inc (RSI) is the exclusive manufacturer, developer, direct sales channel, and distributor for the IDL – Interactive Data Language software in North America. In addition, RSI is the owner of the ENVI source code, exclusive direct sales channel and distributor for the ENVI software. ENVI is an imaging processing system designed to provide comprehensive image processing and analysis. Maintenance for IDL and ENVI are only available through RSI. There are no substitute products capable of supporting existing processing routines. No formal request will be issued for this procurement.
