The Federal Aviation Administration (FAA) has a requirement for the lease of two (2) aircraft to be based and operated out of Hangar 6, Ronald Reagan Washington National Airport, Washington DC. The lease/contract is anticipated to be for a base year with four (4) option years. The aircraft will be dry-leased (without pilot services) for the exclusive use of the FAA, and all major scheduled and unscheduled maintenance shall be performed by the vendor except for routine line maintenance or other maintenance that the FAA elects to perform. The two (2) aircraft currently leased and operated by the FAA out of Hangar 6 are Cessna Citation Excel aircraft. For the follow-on lease requirement, the FAA intends to issue a Screening Information Request (SIR) restricted to competition based on a Brand-Name requirement for Cessna Citation Excel aircraft. This requirement is being processed using limitation of sources based on a brand-name requirement in accordance with FAA Acquisition Management System (AMS) Policy Sections 3.2.2.2 and 3.2.2.4 and AMS Procurement Guidance Sections T.3.2.2.4 and T.3.2.2.8. All interested sources MUST respond with information to confirm evidence of their qualifications and capabilities to meet these requirements. ONLY THOSE SOURCES PROVIDING RESPONSE TO THIS ANNOUNCEMENT AND DETERMINED TO BE QUALIFIED AND CAPABLE TO MEET THE REQUIREMENTS WILL BE CONSIDERED ELIGIBLE FOR SUBMITTAL OF PROPOSALS WHEN THE SIR IS ISSUED. Responders to this announcement may be asked to provide additional details/information (if required by the FAA) based on their initial response. Any information provided in response to this announcement will not be released. Any proprietary information submitted will be protected if appropriately marked.
