(RECOVERY ACT) The National Institute of Aging (NIA), IRP, intends to negotiate and award a purchase order on a competitive basis for the purchase of the following equipment listed below under Simplified Acquisition procedures. This notice may represent the only official notice.1.FACSLoader For FACSCanto IIProduct #:342065 The laboratory of Central Lab Services Flow Cytometry requires FACSLoader to be added to existing FacsCanto II equipment, the addition of the FACSLoader will provide the needed upgrade for the core lab that functions as the primary instrument for all analysis (non-sorting samples) which serves the NIA IRP.This is a 3-laser 8 color analyzer, presently samples are loaded manually (single tube) as opposed to a carousel-type loader which had been on the analyzer which the Canto II replaced. The operation of the manual arm has been extremely problematic with weekly failures and repeated service calls. The FACSLoader was not ordered with the original Canto II as a result of the present version currently in production at the time of the order was of similar belt-driven design to our previous instrument and also prone to problems. The re-engineered version is upgraded to gear driven.Replacement of the manual arm with a loader will allow easier analysis of samples with the ability to derive tube work list that will automatically sample and acquire tubes. Selected users from other labs access this equipment (Laboratory of Immunology and Cardiovascular Science) on weekends evening, holidays, and between our current workload and this will facilitate their abilities to acquire flow cytometric analysis with less down-time as we are currently experiencing with the manual arm and will aid them and us in not loosing samples when the arm malfunctions. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is a request for competitive proposals. However, all proposals received on or before May 28, 2009 will be considered by the government. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government.This is a solicitation for non commercial items prepared in accordance with the format in FAR Subpart 16.2, utilizing competitive procedures. These procedures include those identified under Subparts 6.1, 6.2 (Full and Open Competition and Full and Open Competition after Exclusions of Sources), and FAR Section 16.505(b) (1). The solicitation number is NIHAG2009064 and is issued as a request for Quotation (RFQ). This solicitation document and incorporated provisions clauses are those in which the FAR has amended to incorporate for use in Recovery Act actions FAR subpart 5.7 for pre-solicitation and award notices.
