In accordance with the Federal Aviation Administration Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The FAA has a requirement to procure test, evaluation, and additional research and development on the FAA-owned Honeywell SLS-4000 Global Navigation Satellite System (GNSS) Landing System (GLS) testbed. The proposed requirement consists of three distinct tasks, i.e. Task 1: Category I Initiatives; Task 2: Terminal Area Path Procedure (TAP) Test Support; and Task 3 Maintenance Support Services. The Task I Category I initiatives include the following: create an algorithm description document for multipath monitoring using the SLS-4000 Signal Deformation (SDM) Monitor; reduce the complexity of the SLS-4000 by eliminating redundant monitoring; reduce the potential impact of reduced constellation; create an algorithm description document that incorporates other system inputs to improve current ephemeris failure threat coverage; and investigate the potential benefit of using the extra channels on the SLS-4000 reference receivers to make multiple measurements of each satellite. Task I will include an option to develop and deliver an Air Traffic Control Unit (ATCU) Prototype. Task 2 TAP Support includes maintenance of software functionality developed under the proposed contract, investigation and correction of faults and anomalies discovered in prototype code during bench and flight testing, creation of TAP approach files that can be loaded into the SLS-4000, and remote loading of TAP data files. Task 3 includes maintenance and support services pm the FAA-owned SLS-4000 systems installed at the William J. Hughes Technical Center and the provision of various spare components for use in maintenance, repair, or training (eg. Differential Correction Processor, Fan Tray, VHF transmitter, etc.). The SLS-4000 is a Honeywell product and the software and hardware designs are proprietary to Honeywell. Only Honeywell has the necessary design documentation, system knowledge, and experience to make the modifications to the SLS-4000.
