The U.S. Army Corps of Engineers, Wilmington District intends to award a contract to Schweitzer Engineering Labs, 2350 NE Hopkins CT, Pullman, WA 99163 for the purchase of thirteen (13) Schweitzer Engineering Labs type 421 relays for the John H Kerr Powerhouse.

This sole source award is in the Governments best interest because Dominion Power, American Electric Power, and Progress Energy will be replacing the line protective relays on the other end of the electrical transmission lines with Schweitzer relays. To become compliant with NERC and SERC regulations and policies, and to avoid potentially catastrophic problems on the public power grid, John H Kerr needs to use the same manufacturer and model numbers of relays.
