The Department of Energy (DOE) would like to thank everyone who took the time to submit questions and comments through DOE’s Industry Interactive Procurement System (IIPS). The attached document contains the questions and comments, taken verbatim from IIPS, DOE received regarding the Energy Savings Performance Contract (ESPC) Draft Request for Proposals, along with the associated responses. The DOE has considered every comment and question and took them very seriously. Because each question and comment was so important to us, DOE invested over 700 person hours reviewing and developing responses. In addition to this document, DOE has provided individual responses through the IIPS question and answer section. Each comment or question that was received is listed as we received them.
