The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract to Dr. Miles Light. This follow-on contract
Is to provide additional support for functionality established in prior BPA contract W91238-12-A-0001 #0057 quote mark HEC-FIA 3.0 Connectivity and GUI Enhancements quote mark . Specifically, this work will support performance of indirect flood loss calculations using the Economic Consequence Assessment Model (ECAM) in conjunction with HEC-FIA.

Under this contract the contractor shall develops the workflow and procedures to use publicly available county-level economic data (e.g. Labor Reports from BLS, Production reports from the BEA), and standard economic algorithms to produce updated databases of county level economic data, customized to FIA/ECAM. This workflow and set of procedures automated by code will allow more efficient updates of the county level data required by ECAM, to be performed in-house by USACE. The customized database will be designed for a more accurate reflection of the county economy for USACE planners. The derivations and assumptions involved in producing this database will be made fully transparent to USACE, documentation of methodologies will be provided, and supporting software program(s) will be provided to annually update the datasets by in house labor.

The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1).
