The Library of Congress intends to purchase through sole source from Messaging Architects, 180 Peel Street Suite 333, Montreal, QC, H3C 2G7. For GWGuardian hardware/software that provides multi-tiered anti-spam and anti-virus engines, including two A/V Products - (McAfee and Norman). This provides an industry leading catch rates and false positive levels. It provides firewall-like security protocols enabled at the SMTP connection level such as RBLs, RDNS, Grey listing and anti-masking. It does not have to run on the GroupWise servers. GWGuardian can provide mail through output of over a million messages a day with a single server and it can provide clustering and load balancing integrated at the application layer. The ability to cluster will provide failover capabilities at or disaster recovery site. GW Guardian provides Mailscope 24/7 monitoring and advance notification of potential hardware/software issues. It also integrates with e-Directory. To be considered of your proposal, GroupWise technological expertise is required. The Library of Congress intends to solicit and negotiate with only one source under the statutory authority of 41 U.S.C 253 (l); the regulatory authority is FAR 6.302-(l). Award is anticipated on 11/21/2006. It is the Library?s belief that Messaging Architects is the only contractor presently qualified to provide this critical software/hardware without significant interruption of the daily operations of the Library?s online services This notice of intent is not a request for competitive proposals; however, any other company that is either legally incorporated as a U.S. business entity, or is capable of demonstrating through its business plan its intention to be a fully incorporated as a U.S. business; and believes it can meet the performance requirements of the specifications noted above without significant interruption of the operation of the Library?s online classification system, and with significant duplication of effort and cost to the government, is invited to apply to the Library for consideration. All written proposals including capabilities /facilities statements and past performance summaries that are received within the fifteen (15) days of date of publication of this synopsis will be considered by the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, as a determination not to compete the proposed contract based upon responses to this notice remains solely within the discretion of the Library of Congress.
