The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source subscription contract under the auspices of FAR Part 12, to GalleryWatch.com, Inc, Austin, TX to provide tracking and monitoring of congressional actions. GalleryWatch.com Inc is an online research service that is essential to provide rapid unique means of contrasting the provisions of many bills being offered for direct support of the Agency. The online congressional research service provides access to publications, news and analysis combined with the full text of Government documents, hearing transcripts, press releases, markup reports, bill summaries, member profiles and more. This requirement will result in a Firm-Fixed price contract, with a base year starting 01 November 2007 through 30 October 2008 with (3) three option year periods. The North American Industry Classification System (NAICS) is 519190 with a small business and the size standard of $6.5 Million applies. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities to provide the Online Congressional research service. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Governments discretion.
