The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced Follow-on sole source contract to Resource Management Associates.

The purpose of this follow-on contract is to enhance the existing General Frequency Analysis tool in HEC-SSP to: 1) incorporate a partial duration analysis when computing the frequency curve, 2) enhance the development of a graphical frequency curve by adding an option to the graphical frequency curve tool to define the curve graphically, and 3) add additional analytical frequency distributions. An additional purpose of this contract is to add a Distribution Fitting Analysis tool in HEC-SSP to allow the user to select analytical distributions to be applied to any type of hydrologic data. Additional tasks that support the Distribution Fitting Analysis tool include: 1) add the ability to work with paired data in HEC-SSP (including importing paired data), 2) update the USGS plug-in to import flow and stage data, 3) add the ability to organize the study tree, and 4) incorporate the use of the JFree Chart plotting library in order to display information plots required by the Distribution Fitting Analysis.

The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1).
