Sources Sought Air Combat Command Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services for recompeting E-4B Initial and Refresher Simulator Training. The applicable North American Industry Classification System (NAICS) is 611512, Flight Training, with a size standard of $21.5 million. Project scope consists of initial and refresher simulator training, which shall be conducted either at the contractor?s facility or at Offutt AFB, NE. This training must be conducted in a 747-200 simulator with visual systems and the capability to simulate air refueling. The contractor shall provide the 747-200 simulator. The anticipated contract period of performance will cover a one-year base period with five, one-year options. The government expects to make an award on or about 30 Jul 03. This acquisition will be issued as a Request For Proposal (RFP) on or about 19 Feb 03. Draft Statement of Work (SOW) will be posted on FedBizOps starting on or about 2 Dec 02. Interested parties should review these documents and provide any interest and capabilities to satisfy the Government?s requirement via e-mail to this office within 15 days of this notice. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies will not be made available. You must register on the site mentioned above to receive notification of changes to the solicitation. You will need the viewers for Microsoft Word (.doc), and Source View. The government seeks industry input to determine if this acquisition should be a total set-aside under the auspice of the Federal Acquisition Regulation (FAR) Part 19. Interested small businesses who are certified and qualified as a small business concern in NAICS 611512 are encouraged to respond and submit their notification to this office NLT COB on 9 Dec 02. Responding small business may later be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirement. The capabilities package format will be posted to this site with the draft SOW. All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contractor Registration, lack of registration in the CCR will make that bidder ineligible for award.
