This requirement is offered to all qualified responsive concerns and offers will be considered using a tiered order of precedence: 1st - SEBD 8(a) Certified, 2nd - SDVOSB, 3rd - VSB, 4th - Small Business and 5th - other than Small Business.
Utilizing Tiered Evaluations(1) This SIR will evaluate offers in a Tiered process. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business certified concerns were received.(2) The order of Tiered precedence is: (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business.(3) Once all offers are received, each single tier of offers will be evaluated according to the order of precedence specified in the SIR. If no award can be made at the first tier, then the evaluation will proceed to the next tier until award can be made.
A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated.
Contract award will be based on the lowest firm fixed price, technical acceptable offer.
The North American Industry Classification System Code (NAICS) for the project is 561710. The small business size standard is $7 million.
A site visit will be conducted on August 18, 2011 at 10:00 a.m. Details will be contained in the solicitation.
