Battelle Memorial Institute, Pacific Northwest Division (Battelle) operating the Pacific Northwest National Laboratory for the U.S. Department of Energy (DOE) is interested in developing a qualified source list of companies for the preparation of independent, complete, cost estimates for the decontamination and decommissioning (D&D) of four buildings on its Richland campus and potentially two on its Sequim campus, the interior areas of which may have been contaminated by radionuclides during research and development activities. These cost estimates are needed for future planning, scheduling and budget requests. Any resulting contract will be limited to the preparation of estimates only; no actual D&D activities are presently anticipated nor funded. Note that the successful offeror for this project will not be excluded from submitting a proposal on the actual D&D work, should it ultimately be funded. On the other hand, firms which can produce sound cost estimates, but do not necessarily have the staff or interest to perform the actual D&D activities, are also welcome to respond to this RFQ. Thorough and precise cost estimates will be prepared that address and describe all aspects of the D&D activities necessary for the eventual free release of certain Battelle facilities and the termination of Battelle’s existing Washington State Department of Health (DOH)-issued Radioactive Materials License. Cost estimates will include all of those activities needed for the facilities’ free release as well as those corollary activities such as physical demolition and low-level waste disposal. All radiation surveys, building materials sampling, radionuclide analyses, and other work elements are to be in accordance with the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM). The successful Contractor must exhibit a proven and demonstrable track record regarding cost estimating for D&D activities using MARSSIM. In an effort to develop a qualified source list for the solicitation, and in addition to a detailed description of the company, résumés must be provided for all persons actually working on the project and any person identified in the proposal must be either locally accessible or readily accessible via teleconference and able to travel to Richland for specified tasks. This RFQ does not obligate Battelle to pay costs incurred in the preparation and submission of the requested information, nor to enter into a contract or other arrangement with the Offeror.
