Naval Criminal Investigative Services (NCIS) intends to award a Firm Fixed Price, Sole Source purchase order for NCIS to purchase the following: Concordance Software from Reed Elsevier Inc., dba/LexisNexis at 9393 Springboro Pike, Miamisburg, OH 45342-4425. The agency’s requirement is to procure the following software licenses and maintenance, for the NCIS Office located in Russell Knows Building, 27130 Telegraph Rd, Quantico, VA 22134. The Department of Justice has standardized to Concordance and has mandated that all discovery related documents be submitted to their offices in the Concordance file format (.dat) per “Guidance for the Collection and Transfer of Data to DOJ.â€? All hardcopy documents and TIFF images should be produced and provided with a Concordance image cross-reference file. Any command that must submit documents to DOJ as part of its process must migrate to Concordance in order to comply with this requirement. LexisNexis is the sole provider of Concordance Pre Law Discovery software. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This is not a solicitation for competitive quotes. A determination by the Government not to compete this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government.
