This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is F3Z0457229AV02 ; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19 and Defense DCN 20070828. This acquisition is a 100% SMALL BUSINESS SET-ASIDE; the North American Industry Classification System (NAICS) code is 813110. The business size standard is $6.5 million. The Federal Supply Class (FSC) is 9999. The Standard Industrial Classification (SIC) is 8661.
This request for quotation consists of the following items:
Item 0001: Qty, 8 Months- To provide services as the 1030 TRADITIONAL SVS CHOIR DIRECTOR at TRAVIS AFB, CA, 94535 as described in the STATEMENT OF WOR, below.
STATEMENT OF WORK
A. Overall Position Description: Lead, plan, and organize the 1030 Protestant Service Music Program in the Chapel Center on Travis AFB, California to meet the needs of the 1030 Protestant congregation, working directly with the 1030 Worship Service Pastor.
B. Specific Responsibilities: 1. Plan the entire year?s musical program for the 1030 Protestant Traditional worship service; Direct the Adult Chancel Choir of the Chapel Center, providing music program direction, hymn selection, and choral adult choir and youth choir direction for Sunday services for the 1030 Protestant Worship Community on Travis AFB, CA. 2. Conduct Rehearsals and provide music for special religious and holidy services, to include Easter and Christmas Cantata/musical or other musical program as coordinated with the 1030 Worship Service Pastor. 3. Recruit and provide motivation of chapel participants who have special musical talents, and maintain a roster of such volunteers. 4. Meet with the 1030 Worship Service Pastor quarterly to review the service?s music program and exchange feedback. 5. Coordinate the selection of musical literature with the 1030 Worship Service Pastor. 6. Prepare rehearsal/performance area. Ensure area is cleaned up and equipment is properly stored, and building is secured in accordance with Chapel Operating Instructions (OIs). 7. Maintain current knowledge of Protestant worship music. 8. Demonstrate a personal and professional demeanor and dress consistent with a chapel staff position. 9. Provide music for each weekly worship service. Contractor shall oversee weekly rehearsals approximately 1 ? 1.5 hours in length. Preparation prior to services are not considered rehearsals. 10. Provide musical support for worship in key liturgical seasons to include Advent, Christmas, Holy Week, and Easter. These seasons require additional special choral programs, which require additional preparation and rehearsals.
C. Location/Time: Place of performance is Building 7766, 200 Hackett Street, Chapel Center, Travis AFB, CA, unless otherwise directed. Contractor shall arrive at least 20 minutes prior to each event.
D. Qualifications. Determination of qualifications will be verified by personal interview and audition conducted by chapel staff. The Contractor: 1. Must have two or more years of experience managing a music program, including choral direction, in a Protestant worship setting. 2. Must sight read music and be familiar with Protestant hymns and praise music. 3. Must understand the role of sacred music within a worship service and be committed to enhance the prayer of the worshipping community through inspired music. 4. Must have an understanding of the seasons and festivals that are part of the Protestant Christian worship. 5. Must be able to function in a religiously pluralistic environment and demonstrate tolerance and respect for other faith expressions.
E. Substitutions: The Contractor: 1. Must inform the 1030 Worship Service Pastor two weeks prior to any substitution (except in the case of sudden illness.) 2. Must arrange for, and compensate, qualified substitutes (subject to approval by the 1030 Worship Service Pastor) prior to any absences for services/rehearsals. 3. May, in coordination with the 1030 Worship Service Pastor, sub-let youth choir direction to another capable party. May be temporarily excused from duties in the event another choir/singer or guest choir/singer performs at the 1030 Protestant Worship Service instead of the Adult Chancel Choir, with the approval of the 1030 Protestant Worship Service Chaplain.
