NASA/KSC plans to issue a Sole Source Request for Quotation (RFQ) with GlobalChemical Data, Inc. (ChemWatch NA), Nashville, TN, for a two year renewal of ChemWatchchemical information database for NASA-wide use for medical, environmental and safetypersonnel. This system has been used since 2002 NASA wide. Although there are manyvendors that provide a on-line chemical database and Material Safety Data Sheet (MSDS)service, Global Chemicals ChemWatch is the only known provider that went beyond a merecompilation of manufacturers data but provided their own validated chemical informationof the research. This is necessary as there are many errors and gaps in information invendor supplied MSDS, which could delay medical treatment in case of an accident. This procurement is being conducted under the Simplified Acquisition Procedures (SAP).The Government intends to acquire a commercial item using FAR Part 12. Interested firmsother than the sole source cited shall submit in writing to the identified point ofcontact, their qualifications/capabilities and quotes, providing a description insufficient detail to show that the product offered meets the Government's requirement tothe identified point of contact not later than 12:00 p.m. eastern standard time,September 7, 2009 at NASA/Kennedy Space Center, Attn: Donny Wood, OP-OS, Kennedy SpaceCenter FL 32899, [email protected], or fax to (321) 867-1188. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice is solely within the discretion of the government.
