The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service APHIS intends to acquire surveillance service for the Bovine Spongiform Encephalopathy (BSE). A national goal has been established to test 12,500 cattle samples FY 2002. Many of these samples could be collected at rendering plants. The USDA is seeking proposals from rendering plants to provide cattle brain samples for surveillance for BSE. Samples will be collected from cattle that were down or dead on the farm and that were at least 20 months of age at the time of death.The renderer will be required to remove the head from each bovine carcass that is over 20 months of age, or whatever age is agreed upon between the renderer and the AVIC in the state where the rendering plant is located. The Contractor is responsible for labor, supplies, and equipment to perform the contract. A firm fixed price contract will be awarded. Period of performance is nine months. Due to the urgent nature of the tissue testing (BSE Disease) the anticipated contract award date is on or before February 8, 2002. The government reserves the right to make multiple awards.
