This public announcement is issued in accordance with Federal Aviation Administration (FAA) Acquisition Mangement System Section 3.2.2.4.1 (Single Source Procurement Process). The FAA intends to award a contract modification to Northrop Grimman Systems Corporation, Norden Systems, under contract DTFA01-97-C-00004 in the amount of approximately $4,000,000 to deliver an Airport Movement Area Safety System (AMASS) Mosaic radar for the George Bush International Airport in Houston, Texas (IAH). This functionality is necessary to satisfy the unique operational site requirement for using two Airport Surface Detection Equipment (ASDE-3) radar sensors for surveillance and the AMASS for safety logic processing resulting in the provision of incursion alerts and warnings to the tower controllers. The added capability shall present seamless airport movement area coverage utilizing both the local and remote radar as well as the ability to continue operations using either single r! adar.

The decision for a sole source award was based on the following: the current commissioning schedule for Houston of November 2002; significant technical and schedule risk associated with this modification; on-going modifications and improvements to the AMASS system as we are in the process of commissioning other sites; and impact to logistics support.
