The Open World Program, administered by the Open World Leadership Center (Center), has brought more than 10,500 young political and civic leaders to the U. S. from all regions of the Russian Federation, Ukraine, and Lithuania, and nearly all regions of Uzbekistan. The Center recently set a goal of expansion into all countries of the former Soviet Union by 2011. Open World participants usually spend 10 days in the U. S. and have been hosted in over 1,500 communities in all 50 states and the District of Columbia. . Most participants have been hosted in American homes and observed a wide range of activities organized around such themes as federalism and accountable governance, the environment, rule of law, healthy communities, culture, and women as leaders. Delegates meet their American counterparts in both public and private sectors and are encouraged to maintain contact after the program.//The Open World alumni program has focused its activities in Russia, the country with 95% of the program=s alumni. The program has developed a database of alumni, maintained active follow-up communication with its alumni, provided opportunities for professional development and networking in Russia, produced an alumni bulletin in Russian, developed a dual-language website for up-to-date program information, and encouraged continuing communication between Russian participants and their U. S. hosts.//The Contractor shall provide expert and consultant services to the Center in planning and implementing a one-year alumni program, with options for two additional years of programming activity.
