The U. S. Army, Picatinny, NJ intends to award a contract to Planning Systems Inc, (PSI) Reston, VA, in accordance with FAR 6.302-1. The acquisition is for Acoustic Counter Battery System (ACBS). PSI is the current and exclusive holder of proprietary rights for some ACBS technology, Planning Systems Inc. alone has integrated and field tested key algorithms for ACBS. This sole source position is predicated on Planning Systems Inc.’s comparatively mature software capabilities relative to ACBS. This notice of intent is not a request for competitive proposals.
