The provision at 52.212-2, Evaluation -- Commercial Items. In accordance with the ordering procedures detailed in FAR 16.505, the Government will award a contract resulting from this solicitation on a best-value basis to the responsible schedule contractor whose offer conforms to the solicitation. The evaluation criteria include technical, price, and past performance. Technical Acceptability. Each offeror s technical quotations will be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements of the Statement of need and demonstrates thorough knowledge and understanding of those requirements. In addition, the offeror must submit for evaluation: (1) Evidence of warranties, manuals, or licenses for equipment. (2) Specification as detailed in the Statement of Need. (3) Timely delivery. (4) Authorization letter from the Original Equipment Manufacturer (OEM) The Government intends to make award selection without clarification or discussion but may determine after evaluating submitted quotes that the elements stated in FAR 13.106-2(b) for evaluation procedures are necessary and conduct them as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation. To be eligible for award offerors must be registered in the System for Award Management (SAM) prior to submission of the quote in accordance with the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. Note: Quotes received not conforming to the SON, RFQ, and evaluation criteria will not be evaluated or considered for award.
