NASA/GSFC has a requirement for 75 each/100 MM SOI wafers, device thickness 1.5 microns and 25 each/100 MM SOI wafers, device thickness 0.5 microns. NASA/GSFC intends to purchase the items from Soitec USA, Inc. at 2 Centennial Drive, Peabody, MA 01960 only. Extensive market research has been done to find a vendor that can meet our end use requirements and due to past experience the wafers which are offered by Soitec are superior in quality. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 4, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
