NASA/MSFC has a requirement for Colorless Polyimide One (CPI) Material Coupons.
NASA/MSFC intends to purchase this service from Nexolve Corporation on a sole source basis.
Competition is impractical for the following reasons:
1. Nexolve currently holds the contract to provide Marshall Space Flight Center with the solar sail and boom for the Engineering Development Unit.
2. Nexolve holds the license for CP1 material and is proprietary owner of Toughened CP1.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Denece A. Norris(ARCS) by email at [email protected] no later than 4:30 p.m. CDT on August 11, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
