The Department of Human Services (DHS), Wernersville State Hospital (WeSH) is seeking a contractor to provide Advanced Life Support (ALS) advanced emergent Ambulance Services to their consumers, at WeSH, 160 Main Street, Wernersville, PA, 19565. The contractor will be equipped to facilitate any and all consumers. The selected contractor shall provide ALS ambulance services to transport consumers, with or without WeSH personnel. The ambulance service is responsible for the consumer’s safe and secure delivery to the emergency room or other medical facility, as described in the Statement of Work that is attached in the SRM portal of the IFB. Anticipated term: The contract term is for one (1) year, anticipated to begin on April 1, 2021 (or upon full execution of the contract; whichever is later) and will end March 31, 2022 (or one year later), with four (4) one-year renewal options at the discretion of WeSH. Suppliers must enter firm prices for all contracted years. Bids are due no later than January 20, 2021, 11:00 AM and must be submitted electronically. Late bids will be disqualified. Copy of Insurance Payment Provisions: WeSH will pay the selected contractor an all-inclusive fee for transporting consumers one-way to a medical facility or health care provider located within a 30-mile radius of WeSH. Except as provided in this section, other than the all-inclusive rate for one-way transport, the Department will make no additional payment for the transport, including payment for cardiac monitor, oxygen, cervical collars, surgical gloves or any other type of service/supply. If the selected contractor transports a consumer to a medical facility or health care provider located beyond a 30-mile radius of WeSH, in addition to the all-inclusive fee, WeSH will pay for mileage in excess of 30 miles. The selected contractor will be reimbursed only for services actually accepted by WeSH. Invoices will be verified and approved by the Contract Administrator prior to payment being made. Quantities listed are estimates and may increase or decrease based on the needs of the facility. Award will be made based on lowest and responsible and responsive bidder.
