All the tanks would be different.  The tanks at the garage have a little more of a give and take, which would apply to the answer number 2.  COR would order when his two tanks get to a few hundred gallons.  But the generator tanks and the big boiler plant tanks are kept topped off in case anything is to happen.  So, they will be asked to be filled if anything is used out of them for any reason.  The same with the propane tank, that acts as the emergency backup for the generator farm, so that would be kept nearly full as a backup precaution.
