The Federal Law Enforcement Training Center (FLETC), 9000 Commo Road, Cheltenham, MD intends to purchase #2 Heating Fuel Oil. The contractor shall provide, on a keep full basis (minimum check two (2) times weekly for tank at Building 5 and weekly all other tanks), #2 heating fuel oil in Buildings 1A, 3, 5, 13, 22 and 31 on the grounds of the FLETC at 9000 Commo Road, Cheltenham, MD 20623-5000. In the case of emergencies, the Contractor can be notified by one of the FLETC employees authorized to place orders. The Contractor shall respond and fill the appropriate tank(s) within 24 hours of the call. As additional buildings that require fuel oil come on line, those buildings shall be considered to be within the scope of the purchase order and shall be added by means of a bi-lateral modification to the purchase order. Such modification(s) will be supplemental agreement(s) and shall use the same unit pricing structure as the original order. The requirement for the purchase order is estimated to be 73,000 gallons throughout the period of performance (2/1/04 through 9/30/04) and is inclusive of any and all buildings that may be added. This estimate is not guaranteed and actual consumption may be above or below the estimated quantity. This is a combined synopsis/request for quotation for commercial item. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. FAR clauses 52.212-4, 52.212-5, 52.219-6, 52.252-2, are applicable to the acquisition. The following clauses in 52.212-5 are checked: 52.222-19, 52.222-35, 52-225-13, and 52-232-33. Offers shall include a completed copy of the provisions at FAR 52.212-3, Offer Representations and Certifications-Commercial Items, within its offer.
