Gaseous methane will be needed for atleast the next two months and as long as up to one year.NASA/MSFC intends to purchase the gaseous methane from Nexair on a sole source basis. Nexair is already established as a NASA agency provider for propellant delivery and theyare aware of the hazardous safety concerns at NASA. Nexair has the capabilities toprovide the attachments as well as the gaseous methane in time to meet the test schedule.This requirement would delay testing if not awarded in a timely manner.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Pamela Jackson at
[email protected] no later than 4:30 p.m.CST on March 11, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
